My understanding is that the CIB was awarded on a General Order. Does the GO give the date of the engagement on the citation? How soon after an engagement was an order for the CIB issued? I have read that for some awards, such as the Silver Star, the GO was dated as late as 1946 due to pending revues. Is anyone aware of GOs for the CIB that were issued after the end of any conflict or engagement and dated into late-1945 and 1946? Was the CIB ceremonially awarded to individuals or was it handed out en masse as to a whole company and the orders presented or issued to the soldiers at some other time or just filed with their personnel records? For those that received the CIB, is anyone missing documentation for it in Block 33 - Awards and Citations on the Enlistment Record and Report of Separation Honorable Discharge (WD AGO Form 53-55) or not have a copy of the GO? Among my fathers military possession, was the CIB. I am having trouble finding documentation. His military personnel records were destroyed in the fire at the records center in the 1970s and it does not appear on his discharge papers. There are a couple of errors or inconsistencies on his discharge paper that I found through reconstructing his files and I am trying to find out if the omission of documentation of the CIB is another. My memory may be off, but I think the CIB list stated the medal was awarded after 30 days of combat. The CIB is not normally awarded for one action but actions and time. Infantry Soldiers who are wounded are usually awarded the CIB for that action but that is not the main criteria for the award. www.americal.org/awards/cib.htm (1) There are basically three requirements for award of the CIB. The soldier must be an infantryman satisfactorily performing infantry duties, must be assigned to an infantry unit during such time as the unit is engaged in active ground combat, and must actively participate in such ground combat. Campaign or battle credit alone is not sufficient for award of the CIB. (2) The definition or requirement to be "engaged in active ground combat" has generated much dialogue over the years as to the original intent of the CIB. (a) The 1943 War Department Circular required infantrymen to demonstrate "satisfactory performance of duty in action against the enemy." The operative words "in action" connoted actual combat. (b) A War Department determination in October 1944 specified that "action against the enemy" for purposes of award of the CIB was to be interpreted as "ground combat against enemy ground forces." (c) In 1948, the regulation governing badges stipulated that "battle participation credit is not sufficient; the unit must have been in contact with the enemy." This clearly indicated that an exchange of hostile fire or equivalent personal exposure was the intent of the Army leadership. (d) In 1963 and 1965 HQDA messages to the senior Army commander in the Southeast Asia theater of operations authorized award of the CIB to otherwise qualified personnel "provided they are personally present and under fire." U.S. Army Vietnam regulations went so far as to require documentation of the type and intensity of enemy fire encountered by the soldier. I sent my Dads Induction,Separation and Discharge papers I believe..also a photo of him back then wearing the CIB. On the separation papers it states the soldiers ranks and role. My Dads says "Tec Sgt. LIGHT MORTAR CREWMAN: Served with the 143rd Infantry "G" Company in the European Theatre of Operations until 1946. Was Section leader of 3 mortar squads. Directed 5 of 60mm. mortars for the destruction of enemy personnel and installations etc." That coupled with what was on his disharge papers under decorations such as "EAME Theatre Ribbon with 4 Bronze Stars,Bronze Arrowhead etc" was plenty to prove his role in Combat. The ones in charge at the Politicians Office were really helpful so I didn't have much trouble at all. They did not change his discharge papers but awarded and recognized the medal again....and the paperwork from that legitimizes the medal.. Good Luck! Jake

Posts: 2 (01/27/08 01:25:12) Reply Quote More My Recent Posts Message Me Connection Blocking Invite Ignore User's Posts	Jake: I saw one of your earlier posts (2/21/07) in which you stated that someone receiving the CIB was retroactively entitled to a Bronze Star. I have been looking diligently for copies of Papa's discharge papers and have just found them! I'm excited by that fact but also would like some guidance on following up on the other medals that are listed on his papers but were never received. Would you be able to offer some advice on how to approach this? He has his Purple Heart but not the Oak Leaf Cluster noted in section 33. He has the CIB but not the Good Conduct Medal nor the EAME medal. Needless to say, he doesn't have the Bronze Star either. I requested copies of his records (prior to finding them) and received the news that they were probably destroyed in the records fire. It did, however state that he was eligible for the WWII Victory Medal set and Lapel Pin. I am waiting for their arrival... Papa is 86 years old...I hope it doesn't take much longer. Any guidance you (or anyone else) could provide would be greatly appreciated! Donna

I don't know what state you reside in....but my advice is for you to contact your local congressman. Here in southern Indiana I e-mailed to Sen Lugars office and told them of my fathers service and of some of the medals he never officially received. They had me send them copies of all the paperwork I had including separation,induction and discharge papers. (I sent a old photo also) They contacted the Army and even though a lot of information had been lost through the fires they had enough information to award the medals that had not been recognized before. Luckily I had Dads disharge,induction and separation papers. Hopefully now that you have just found your Dads papers this will give them the info they need! Anything listed on the papers will help you and yes if he was awarded the CIB he is entitled to a Bronze star.This was a retroactive award in 1946 I believe. I hope this helps you a little! There is another notation for military occupational specialty: Rifleman 745 What does this address specifically? For example, an order can be after the fact when it specifies an effective date or, it can also be in advance. Many promotion orders are cut in advance of an effective date. The Military Occupational Specialty (MOS) of 745 meant that your father was identified as an infantry rifleman. Today an infantryman carries an 11B MOS unless he is a mortar crewmember who is 11C.
