I found an online record for your grandfather which indicates that he was with the Texas National Guard ( a Field Artillery unit) when they were brought into federal service on Novmeber 25, 1940. See below. If that is the case he might have a record here on post at Retained records. the contact is james.shive@us.army.mil

The 36th Division, the Texas National Guard unit trained in LA for the Louisiana Maneuvers in August and September of 1941. They went from LA to Florida. If your grandfather went to San Francisco then he must have been transfered to another non 36th unit. The only Texas National Guard unit which served in the India-Burma theater is the 124th Cavalry and they don't go till late in1944 and they stay in Texas or Kansas until early 1944.
